1. What is a Transportation Management Organization?

• • A transportation management organization (TMO) is an organization formed to reduce vehicle trips in the area it serves. TMOs promote transportation options such as riding the bus or train, carpooling, biking, or walking with the goals to improve mobility, reduce congestion, and improve air quality. Valencia’s TMO, marketed as VALENCIA GO, was formed to serve the FivePoint Valencia (referred to as “Valencia”) mixed-use development located west of Interstate 5 in the Santa Clarita Valley in unincorporated Los Angeles County, and its surrounding area, as reflected on the map below (the “TMO Service Area”).

• • A TMO is dynamic and evolves to utilize the newest technology and to meet the needs of its constituents. All Valencia TMO services and subsidies are subject to change and availability and may be updated at any time. The information below is current as of February 22, 2024.

2. Who is eligible for currently available subsidies and what subsidies are available?

3. When can eligible residents of the TMO Service Area apply for subsidies?

• • Homeowners can apply the moment you close escrow on your new home or condominium purchase within the TMO Service Area. ZEV/NEV/E-bike subsidies must be applied for by March 29, 2025, or within two years of closing escrow on your new home or condominium, whichever is later. The ZEV purchase or lease subsidies and NEV and E-Bike purchase subsidies are reimbursed after approval of the applicable reimbursement application and proof of purchase.
  • During the tenure of this program, all residents (and their eligible resident children) can register for transit subsidies at any point during their residency and can make changes as needed.
  • Subsidy application forms for all subsidies are available at valenciago.org.

4. Are ZEV purchases or leases and NEV/E-bike purchases made before closing escrow on my Valencia home eligible?

• • No, only purchases or leases that were made starting from the date of closing escrow on your new Valencia home are eligible.

5. Are we eligible to apply for all types of subsidies?

• • Eligible homeowners may apply for one ZEV, one NEV, and one E-Bike purchase reimbursement subsidy per household, subject to the eligibility guidelines for each such subsidy described above. There is one exception: NEV subsidies are only available to original owners of Valencia detached single-family homes or detached single-family condominiums. All homeowners, or their tenants, apartment renters, and their junior high school and high school students who reside in their home within Valencia are eligible for the transit subsidies.

6. Can I transfer any of my subsides to family or friends not living in my household?

• • No, subsidies are not transferrable.

7. I am the original homeowner of a home in the TMO Service Area that I rent out to tenants. Am I eligible for the subsidies?

• • ZEV/NEV/E-Bike subsidies are only available to original homeowners who reside in their home in the TMO Service Area.
  • Transit subsidies, however, will be available to all adults and junior high or high school students occupying a home in the TMO Service Area.

8. If I am a renter in an apartment within the TMO Service Area, do I still qualify for transit subsidies?

• • Yes, all current apartment renters are eligible for transit subsidies.

9. If I rent my home from a Valencia homeowner, am I eligible for any of the subsidies?

• • ZEV/NEV/E-Bike subsidies are only available to original homeowners who reside in their home within the TMO Service Area. Transit subsidies will be available to all adults and junior high or high school students occupying a home within the TMO Service Area.

1. What is the amount of the purchase reimbursement subsidy available to an original Valencia homeowner for an E-Bike?
   • 50% of the purchase price (up to a total subsidy of $750). For example, if you purchase a $700 E-Bike, you may be eligible for a $350 subsidy. For E-Bikes costing $1,500 or more, you may be eligible for a $750 subsidy.
2. Are all types of E-Bikes eligible for the purchase subsidy? What about E-Scooters?
   • Class I, II, and III E-Bikes are eligible for the subsidy. E-Scooters are not eligible.
3. Are mountain E-Bikes eligible?
   • Yes
4. Are children’s E-Bikes eligible?
   • Yes
5. Can I get a subsidy to convert my pedal bike into an E-Bike?
   • Yes, E-Bike conversion kits are eligible if they were installed by a bike shop or mechanic and receipt is provided for the work.
6. Are used E-Bike purchases eligible?
   • Yes, but only if they were purchased at a bike shop and are accompanied by a valid receipt.

1. What is the amount of the purchase or lease reimbursement subsidy available to an original Valencia homeowner for an ZEV?
   • $1,000 per household
2. What are ZEVs?
   • A Zero-Emission Vehicle is defined by the California Air Resources Board as vehicle technology that includes full battery-electric, hydrogen fuel cell, and plug-in hybrid electric vehicles. Plug-in hybrids currently qualify under the definition of a ZEV for the VALENCIA GO ZEV purchase subsidy reimbursement program. However, this is subject to change at any time by VALENCIA GO as the definition of a ZEV evolves.
3. Are hybrids eligible for the ZEV subsidy?
   • Hybrid vehicles without plug-in technology are not eligible for this subsidy. Only fully electric, hydrogen fuel cell, or plug-in hybrid vehicle models are eligible for subsidies.
4. Are electric trucks eligible for the ZEV subsidy?
   • Yes
5. Are used ZEV purchases eligible?
   • Yes, but only if they were purchased at a dealership and are accompanied by a valid receipt.
6. Are used ZEV leases eligible?
   • Yes, ZEV leases are eligible for the subsidy.

1. What is the amount of the purchase reimbursement subsidy available to an original detached single-family home or detached single-family condominium homeowner within the TMO Service Area for an NEV?
   • 25% of the purchase price (up to a maximum of $2,750). For example, if you purchase an $8,000 NEV, your subsidy will be $2,000. For NEVs with a price of $11,000 or more, your subsidy will be $2,750. Note that NEV subsidies are only available to original owners of detached single-family homes or detached single-family condominiums within the TMO Service Area.
2. What are NEVs?
   • A neighborhood electric vehicle (NEV) is a battery-powered electric vehicle with a maximum speed of 25 mph, a weight of less than 3,000 lbs., that meets Federal Motor Safety Standards to be registered and operated on public streets or roads. NEVs must have a vehicle identification number (VIN) and require a CA driver license, registration, and insurance to operate. They may only be operated on roadways with a speed limit of 35 mph or below or on designated NEV paths.
3. Are electric golfcarts eligible for the NEV subsidy?
   • No, NEVs must be street legal – only vehicles meeting the description above qualify.
4. Are used NEV purchases eligible?
   • Yes, but only if they were purchased at a dealership and are accompanied by a valid receipt.
5. Are all homeowners eligible for the NEV subsidy?
   • No, only original owners of detached single-family homes or detached single-family condominiums are eligible for the NEV subsidy.

1. What different transit subsidies and amounts are available?
   • Valencia resident transit subsidies amount to up to $132 per month.
   • Student transit subsidies cover a local monthly transit pass on Santa Clarita Transit for the duration of the school year (11 months).
2. Can everyone in my household obtain a transit subsidy?
   • All homeowners, or their tenants, apartment renters, and their junior high school and high school students who reside in their home within Valencia are eligible for the transit subsidies.
3. Are students in my household eligible for student transit subsidies, even if they do not go to Santa Clarita Valley schools (public or private)?
   • Yes, if your household fulfills all eligibility requirements specified in Question 2, the junior high school and high school students living with you may qualify for a Santa Clarita monthly transit pass for the duration of the school year.
4. Will my transit subsidy be renewed each year, and if so, for how many years?
   • VALENCIA GO staff will check with you periodically to make sure you still need and are using the transit subsidy. The transit subsidy will be available as long as you live in the TMO Service Area and the program is offered. All other subsidies are one-time subsidies.
