A neighborhood electric vehicle (NEV) is a battery-powered electric vehicle with a maximum speed of 25 mph, a weight of less than 3,000 lbs., that meets Federal Motor Safety Standards to be registered and operated on public streets or roads. NEVs must have a vehicle identification number (VIN) and require a CA driver’s license, registration, and insurance to operate. They may only be operated on roadways with a speed limit of 35 mph or below or on designated NEV paths.
- Applicants must be at least 18 years of age, be the original homeowner, and currently reside in a detached single-family home or detached single-family condominium in the Valencia mixed-use development located west of Interstate 5 in the Santa Clarita Valley in unincorporated Los Angeles County, and its surrounding area.
- Subsidy application must be received before March 29, 2025, or within two years of closing escrow on your new Valencia home, whichever is later. Only NEVs that were purchased starting from the date of closing escrow on your new Valencia home are eligible. If an original homeowner purchases an NEV between signing the purchase contract and closing escrow on their new Valencia home, their application will be considered on a case-by-case basis.
- Businesses, non-profit organizations, and government entities are not eligible for subsidies.
- NEVs must be street legal. Golf carts or electric golf carts do not qualify.
- New and used models may qualify for the subsidy but must be purchased from a dealership or NEV retailer.
- Limit one NEV subsidy per household.
- Subsidies are not transferable to family or friends not living in the household.
- Original homeowners who rent out their homes and do not live in their Valencia home are not eligible for a subsidy.
- Homeowners who are not original homeowners are not eligible for the subsidy.
- Homeowners in multi-family buildings or attached homes are not eligible for the subsidy.
- Renters are not eligible for the subsidy.
- VALENCIA GO reserves the right to change, modify, or terminate the Program at any time without any liability except as expressly stated herein. Subsidies are subject to availability at the time of application.
- Applicants must purchase an eligible Neighborhood Electric Vehicle (NEV) before applying for a subsidy. Applicants must apply for a subsidy before March 29, 2025 or within two years of closing escrow on their new Valencia home, whichever is later.
- Purchases starting the day of closing will be eligible. If a homeowner purchases an NEV between signing the purchase contract and closing, their application will be considered on a case-by-case basis.
- Applicants must submit a photo of the sales receipt that includes the applicant’s name, purchase date, purchase price, proof that CA sales tax was applied to the transaction, Vehicle Identification Number (VIN), a photo of the vehicle, and the model name.
- Applicants must provide proof of Valencia residency by submitting a photo of a driver’s license or a recently dated official correspondence such as a utility bill, cell phone bill, pay stub, property tax statement, etc. that shows the applicant’s name and home address. P.O. Boxes will not be accepted as proof of residency.
- Applicants will be notified of their application status by email after submitting a subsidy application. If approved for a subsidy, checks will be issued in the name of the applicant and mailed to the applicant.
- If an applicant loses their subsidy check and requests a new one, a service fee of $25 will be deducted from the replacement check.
- VALENCIA GO reserves the right to deny a subsidy to any individual deemed, in its sole discretion, to be violating the terms, conditions, and restrictions of the Program.
- APPLICANT RESPONSIBILITY: Owners of NEVs who receive a subsidy are responsible for knowing and following all laws regarding use of said devices.
- TAX LIABILITY and CREDITS: VALENCIA GO and its partnering agencies are not responsible for any taxes which may be imposed on the owner as a result of the subsidies provided by the Program. Owners of neighborhood electric vehicles who receive a subsidy should consult with their accountant and/or tax preparer.
- DISPUTES: VALENCIA GO reserves the right, in its sole discretion, to make final determinations regarding any disputed issues about the Program, including but not limited to eligibility and subsidy amount.
The undersigned (the “Applicant”) hereby acknowledges that they have reviewed copies of the Mobility Subsidies FAQs and Eligibility, Rules, Terms and Conditions/Application Process/Applicant Responsibilities/Waiver and Release and represents that he/she qualifies for the offered subsidy (the “Subsidy”). Applicant releases and agrees to hold VALENCIA GO, FirstService (“FirstService”), Alta Planning + Design (“Alta”), The Newhall Land And Farming Company (A California Limited Partnership) (“Newhall”) and Five Point Holdings, LLC (“FivePoint”) and their respective owners, members, partners, subsidiaries, agents, employees, vendors and contractors free and harmless from any and all claims, demands, liabilities, losses, costs or expenses arising out of or in connection with the Subsidy. In connection with this release and waiver, Applicant has read, understands, and fully waives the statutory language of Section 1542 of the California Civil Code, which provides:
“A general release does not extend to claims that the creditor or releasing party does not know or suspect to exist in his or her favor at the time of executing the release and that, if known by him or her, would have materially affected his or her settlement with the debtor or released party”.
As used in the preceding paragraph, “releasing party” refers to Applicant and “released party” refers to VALENCIA GO, FirstService, Alta, Newhall, and FivePoint.
This release is agreed to be binding upon the undersigned and his or her spouse and other family members, and their respective heirs, representatives, successors, and assigns.
I consent to the use of my name, image and/or likeness in any advertising or broadcasting material relating to VALENCIA GO, which I understand will be without additional financial or other compensation to me.
